Abstract
The National Curriculum formulates many goals, but the difference between the regulatory documents and pedagogical practice causes a global problem. This conceptual, value system and attitude difference can largely affect the quality and effectiveness of education. In our study, during the changes of the National Curriculum, we compare the goals, values, content and requirements related to health behaviour of a general nature and those belonging to the field of literacy, which have an influence on the work of physical education teacher education and physical education teachers. Examining the regulatory documents defining the educational process, it can be established that significant changes occurred from 1995 to 2020. Stagnation or regression in some cases can be observed from a professional point of view in its development process. In 2003 and 2012, a large development took place in the target system of the field of literacy related to physical education. In the literacy field of physical education, values were only included in the National Curriculum in 1995. In the curricula of the following years, the values can be inferred from the goals and content. In terms of concepts related to health, health behaviour, and physical activity, education for physical and mental health carried the same characteristics until 2012. For the National Curriculum 2020, in the field of Physical Education and Health Development, more emphasis is placed on play, experience-oriented attitude, cooperation and health promotion, the appearance of which was emphasized in the curriculum in 2012. As a result of the changes, further development is necessary in the case of the National Basic Curriculum, as there were no additions made to the 2020 curriculum that could have brought significant changes to the education process. It is worth defining the subject of physical education in the regulatory documents based on uniform guidelines, expectations, goals and approach, based on which it can ensure an optimal development effect in the long term.
